You're not searching for a hidden facility; you're visiting extraction elevators and checking the radar equipment on their upper platforms. Keep the right ARC Raiders Items ready for the trip, then treat this Phantom Targets objective as a short route-planning job rather than a DPS check. The interaction is easy. Reaching the antenna without getting pinned by ARC machines or another Raider is the part that demands judgment.

Start With the Right Structure

Cargo Elevators are the large extraction structures with multiple doors and a raised upper section. Once the extraction sequence begins, those doors lower, which makes the location easy to recognize from a distance. Climb toward the roof or upper platform and look for radar dishes fixed to scaffolding. The prompt appears beside that antenna assembly, not at the elevator doors and not at a random communications tower.

Which Maps Make Sense

Dam Battlegrounds, Spaceport, and Riven Tides are the safest starting points for this Project task because they contain the elevator setup described by the objective. Some players have also reported progress at elevators on The Blue Gate, so check the Project tracker against the map you load into. Stella Montis and Buried City shouldn't be your first picks for this particular job, since they don't offer the same obvious Cargo Elevator arrangement.

Three Interactions, Not Three Risky Runs

The Prompt Can Mislead You

The antenna may still show an interaction prompt after the game has credited the upgrade. Don't keep holding the button or repeat the action just because the icon remains visible. Open the map or Project menu and look for 1/3, 2/3, or 3/3 progress. That counter is the useful confirmation. I could be wrong but, from the way the task behaves, the visual prompt is better treated as a reusable location marker than a completion notice.

After the antennas, Phantom Targets shifts toward ARC damage requirements involving items and weapons such as Pop Triggers, Wasp Drivers, Leaper Pulse Units, fire equipment, energy weapons, and launcher ammunition. Start setting those aside instead of selling every spare part. The opening objective is a good time to sort your stash, because the later grind asks for preparation rather than rooftop movement. For extra inventory planning, check cheap ARC Items before your next run, then return to the Project menu and confirm each antenna upgrade before extracting.
